The goal of this 8-hour class is to provide public safety professionals with the basic knowledge, skills and abilities necessary for an initial responding officer to effectively contain, de-escalate, communicate and transition to SWAT/Crisis Negotiators during a barricade incident. Topics include defining barricade situations, initial response, the four Cs of a barricade (Contain, Control, Communicate, Coordinate), effective communication, active listening skills, and post incident responsibilities.

Outlaw Motorcycle Gangs: Investigating a Culture of Crime and Violence

This 8-hour professional course is intended to provide law enforcement, parole/probation, corrections, and prosecutors with a comprehensive introduction to outlaw motorcycle gang (OMG) history, culture, identification, symbols, crime, and violence. The class is lecture-based, accompanied by a Power Point slide presentation, augmented with the use of training aids, such as motorcycle gang indicia and weapon exemplars. Photos, articles, audio, and video recordings collected by the course developer over an extensive law enforcement career are used to reinforce key points.

The course opens with definitions of terms specific to OMGs, a history of motorcycle gangs from their inception in the mid-1940s to present, as well as the statutory criteria by which OMGs are classified as gangs. Attendees will learn how to identify OMG members and their gang status and accomplishments through the patches they wear. The course will identify national, regional, and local motorcycle gangs, OMG alliances, associations, and rivalries. OMG mentality, criminal activities, such as narcotics-related crimes, gang violence and weapons will be discussed. Attendees will learn how to identify patches and insignia worn by OMG members to indicate a propensity for violence. Instruction on conducting safe and Constitutional motorcycle stops will be provided.

Safe and Constitutional Motorcycle Stops

This 3-hour professional course is intended to provide law enforcement officers with the skills necessary to conduct a legal and safe vehicle and traffic stops specific to subjects operating motorcycles. Method of instruction is lecture and demonstration, accompanied by a Power Point slide presentation, augmented with the use of training aids such as weapons and concealment exemplars. Photos, articles, audio, and video recordings collected by the course developer over an extensive law enforcement career are used to reinforce key points.

The course opens by reinforcing that the burden of proof necessary to conduct a vehicle or traffic stop (4th Amendment seizure). Attendees will learn the process of conducting a stop, including projecting the stop, tactics of maintaining control of motorcycle riders on and off the motorcycle, justification for frisks and searches, weapons and concealment methods commonly encountered on motorcycle stops, conducting the “business” of a stop, to include documentation, records checks, and field interviews, as well as officer safety techniques.

Developing Confidential Human Sources

This 8-hours class will provide law enforcement officers with an overview of the role, types, and motivations of confidential human sources (CHS), identifying potential cooperators, properly vetting and documenting CHS, professional relationship and honesty with cooperators, directing and managing human sources, debriefing sources, documenting information, protecting cooperators’ identities, officer safety issues, when and how to terminate a confidential source.
