Initial Response to Barricades – Henderson, NV

Southern Desert Regional Police Academy, April 22, 2026
Fee: $199 per student
Intended audience: Patrol officers, supervisors, dispatch/communications personnel, corrections professionals, and other first responders.

Course Overview

This 8-hour, in-person course is designed to provide public safety professionals with the essential knowledge, skills, and decision-making tools required of first responding officers during barricade incidents. Emphasis is placed on slowing the situation, reducing risk to officers and the public, and preserving life through sound initial actions and communication.

Participants will learn how to effectively contain, de-escalate, communicate, and transition barricade incidents to SWAT and crisis negotiators. The course is grounded in widely accepted incident management principles and reflects real-world patrol-level responsibilities during dynamic, high-stress events.

Biography

John Woosnam is the President of Intelligent Police Solutions and a senior trainer and consultant with more than 30 years of law enforcement experience. He began his career in 1994 with the Upper Moreland Township Police Department (Willow Grove, PA) and joined the Las Vegas Metropolitan Police Department in 1999.

From 2002 through 2017, John served in LVMPD’s Organized Crime Bureau (Criminal Intelligence Section), where he investigated outlaw motorcycle gangs and related criminal networks. He also served on the Mt. Charleston Resident Officer Detail, providing law enforcement services across 2,200 square miles of rural Clark County, Nevada. In addition, he was a member of LVMPD’s Crisis Negotiation Team for 17 years and responded to hundreds of barricade and hostage incidents.

John retired from LVMPD in 2024. He also retired from the Army National Guard as a Major and served in a variety of leadership roles, including troop commander, operations, logistics, air operations, and executive officer, as well as an embedded advisor to the Afghan National Police.

He has delivered more than 700 hours of instruction to law enforcement, security professionals, and community audiences on topics including crisis negotiation, barricade response, gang investigations, and emergency management. His training has been presented for agencies and organizations in the United States and internationally.

Selected training audiences include: FBI, U.S. Marshals Service, Royal Canadian Mounted Police, Alaska State Troopers, Calgary Police Service, and multiple Australian state and federal agencies.

John holds a Master’s Degree in Crisis and Emergency Management from the University of Nevada, Las Vegas.
